A skim coat is applied to a smooth, even finish, given drying time, then sanded, inspected and handed over ready for painting.

Damp-damaged plaster is treated honestly. We can replaster walls affected by damp once the underlying moisture issue has been addressed, and if a damp specialist needs to resolve the root cause first, we will tell you rather than skimming over a problem that will only return.
